Kazuo Shibata (柴田 和夫, Shibata Kazuo). is the patriarch of the Shibata Family, a Tojo Clan affiliate. He is indirectly responsible for Majima losing his left eye.
History
In 1985, he and Isao Katsuragi used each other in conjunction with the Ueno Seiwa Clan shooting incident.
