Minato Todo (藤堂 湊, Tōdō Minato) is a character in Lost Judgment. She is a costumed performer who dresses up as Kamulop and is one of four potential girlfriends of Takayuki Yagami. She is not available in the base game and is one of the three girlfriends added through the Detective Essentials DLC pack.

Personality[]
Minato is very shy, to the point where she has trouble maintaining eye contact with people. She is also cautious, and does not answer calls from unfamiliar numbers, letting them go to voicemail and verifying if they are safe before calling back. The only numbers she does not check are her parents' and dentist's numbers.
She enjoys dressing up as Kamulop due to being hidden completely and not needing to keep eye contact. She is an aspiring comedian and likes to write jokes in her notebook. She enjoys video games and plays House of the Dead 2 on a Dreamcast.

Minato worked hard to find a job where she could avoid making eye contact with people. She was able to become a costumed performer and was approved to be given a Kamulop costume.

Lost Judgment: 2021[]
Minato plays Kamulop for a promotional campaign by Muroi. After working through the day, she goes to Children's Park and realizes the suit's zipper is broken, preventing her from taking the costume off. Too embarrassed to ask for help out of fear for making eye contact, she continues to stay in the costume and nearly suffers from heat stroke until Takayuki Yagami hears her complain of the heat with his Noise Amp and gives her water.
Though he takes her costume head off, she is too shy to speak, and asks him to keep it on at her expense. She is too fatigued to continue working, and Yagami offers to promote in her place. She is hesitant, but Yagami states she can hire him, which he agrees to. He puts on a costume and goes to work, ignoring Minato asking him to take the needed flyers with him. His campaign gives Kamulop an unprecedented surge of popularity, and Muroi gives Minato a bonus for what he thinks is her work. She gives her pay to Yagami, stating she is hiring him to help her overcome her shyness.
Yagami calls Minato to inform her he has found her notebook, but she initially lets the call go to voicemail. She calls back and they decide to meet at Theatre Square, then go for a snack. There, Minato takes off her costume to be able to drink, but has to put the head back on after Yagami sees the jokes in her notebook. Afterwards, she thinks of some jokes from Yagami's suggestions. Noticing how happy she is when discussing comedy, he offers to be her comedy partner in an upcoming manzai contest to help her break out of her shell, which she accepts. However, when he tries to suggest having her mother as a comedy partner, she says that her mother is just as shy as her, if not more.
A slot in the competition opens up, and Minato learns she and Yagami must perform immediately. She checks to see if wearing her Kamulop costume is allowed, but it is not. She informs Yagami of this development, and the two head to Theatre Square to perform. Yagami reads the jokes in preparation for their turn, but Minato puts on an Ono Michio head. He encourages her to take it off and perform as best as she can. They perform on stage, and Minato feels more confident than before. Some time later, she calls Yagami to Children's Park to confess her feelings for him.
