Shigeru Kajihira (梶平 茂, Kajihira Shigeru) is a character featured in Judgment. He is the chairman of the Kajihira Group, as well as the secret financial backer of the Kyorei Clan.

Kajihira is bald and has a face that would be read about as being in his 70's.

Kajihira wears a black suit with a red bow tie as well as dark-tinted sunglasses. He requires the use of a wheelchair.
Background[]
As the ADDC was bound to shut down due to a lack of success, Kajihira decided to start the redevelopment of the land around the place. Through the help of Minister Kazami, Kajihira managed to buy land around the ADDC for cheap, spending ¥100 billion in total for all of the land he bought. Once he was finished purchasing surrounding land, Kajihira decided to accelerate the process in getting a hold of the ADDC's land. Kajihira managed to hire vice director of the ADDC Toru Hashiki, and used him to drive down the success of the ADDC even further. However, the announcement of AD-9 brought outstanding success to the ADDC, thus halting Kajihira's plans.

Judgment: 2018-2019[]
With the help of the Kyorei Clan, Kajihira captures Ko Hattori. Using Hattori's knowledge of Yagami Kajihira hatches a plan to lure out Yagami to exactly where Kajihira wants him to be. Kajihira orders the Kyorei Clan to kidnap Mafuyu Fujii in order to lure out Yagami. Yagami manages to track down the source of the kidnappers, and eventually encounters Kajihira. Kajihira then tells Yagami his past ventures to redevelop the land around the ADDC and the death of Toru Hashiki. Kajihira then hires Yagami to investigate Hashiki's death.
Kajihira is left upset with the news of Satoshi Shioya's death as well as the burning of Honmaruen. He sends Hattori to bring Yagami and Kaito to Kikunoya. Kajihira discusses AD-9 as well as Shinpei Okubo before getting to his actual point. He thanks Yagami and Kaito in Toru Hashiki's place and tasks the two with putting an end to The Mole. Kajihira discusses the whereabouts of Kyohei Hamura, and also mentions Shinpei Okubo is on a top-secret list of candidates for the soon to be executed.
Following the the shut down of the ADDC, police begin looking into Kajihira's collusion with Minister Kazami. The fate of Kajihira along with his affiliate groups is unknown.
