The Super Spicy Knife can be bought in The Dragon & Tiger, after an agent finds it at least once. It can also be acquired in the substory Destiny Calls.
It can also be crafted with 1 Dagger and 3 Flint Stones if you play as Majima.
Because of its high damage and low cost, it's an excellent weapon to use against Mr. Shakedown.
