He is captain of the eighth unit of the Shinsengumi.
Todo appears to be a cold-hearted, indifferent individual. His calm, uncaring demeanour is nevertheless helpful to the Shinsengumi.
Heisuke wears a flower-embroidered kimono under his blue Shinsengumi haori.
Ryu ga Gotoku Ishin!Edit
In Chapter 5, Todo Heisuke requests that Sakamoto Ryoma join him to take care of a Shinsengumi defector called Akimoto in a brothel. Ryoma, alone in the room with Akimoto and Mizuki, tries to get them to leave out the back entrance and escape Kyoto rather than be killed. Mizuki however says she cannot leave, and during this time, Todo comes in and slices Akimoto's chest open with his sword. After killing him, Todo cynically comments about how hard it will be to clean the tatami floors of his blood. Ryoma says there was no need to kill Akimoto, but Todo replies calmly that there was every need to kill him: in the dog-eat-dog world of the bakumatsu period, showing leniency would result in the Shinsengumi's enemies taking advantage. He then says that at any rate, he thought Ryoma might not do the job, and so he made sure to surround the place so that Akimoto would not have been able to escape out of the back anyway.
At the end of Chapter 12, Todo, along with Ito Kashitaro and Takeda Kanryusai, defect from the Shinsengumi to form a new group called the Goryoeji, taking most of the footsoldiers in the process. In the following chapter, it is revealed that Todo is in fact a double agent, filling Nakaoka Shintaro in on the whereabouts of the fake Sakamoto Ryoma. Later on however, at Terada Inn, Takeda finds Todo alone downstairs after discovering his betrayal, and fatally stabs him.
Ryoma goes over to Abura Alley, Fushimi, where Takeda is waiting for him. After a fight, Ryoma Kills Takeda. Shortly after, Okita Souji, accompanied by Hijikata Toshizo and Nagakura Shinpachi, carries Todo's body here, laying it next to that of Takeda's. Ryoma asks what he is doing, and Hijikata says that it was Todo's dying wish to be laid down next to Takeda's body so that they could stage them as Goryoeji captains having been killed by the Shinsengumi.
